Bacteria need time to multiply by binary fission. In a 10-hour period 1 single cell of bacteria can become 1 billion bacteria cells (if the conditions are right.) In essence, bacteria need time to grow and hence it is important to limit the amount of time food is exposed in the kitchen during preparation and handling and is very important to return it to the refrigerator or cook it.
